Mobile operators face tremendous challenges in the growth of their revenue streams, in the face of increasing competition and pricing pressures. Roamers remain an attractive source of revenue for operators, and contribute significantly to the bottom-line by paying a premium for ubiquitous service. In the case of group properties, it is important to keep the revenues within the group to maximise profits as well as to provide a true Virtual Home Environment (VHE) to the subscribers. It is, thus, extremely important to control the networks that the roamer can use, albeit without degradation of service quality.
It may be beneficial to both an outbound roamer as well as the home operator to ensure that the roamer is connected to a preferred network, especially in a country where there are several operators vying to "capture" the roamer. Factors that may come into play include preferential rates for the roamer and more attractive inter-operator tariffs for the home operator. Further, in a group scenario, it may make sense for the operators to collaborate to ensure that a subscriber always roams into a group property network when overseas, rather than in a competitor group or operator's network. Since the home network has knowledge of where an outbound roamer is situated, it is best suited to influence the choice of network on the subscriber.
